Council shall initiate the development of the Kihei-Makena transportation plan upon
the effective date of this ordinance. The Kihei-Makena transportation plan shall be
completed and submitted to the council within one year from the date the contract
for said plan is awarded to a qualified professional engineer licensed to practice
within the state of Hawaii and shall be incorporated as part of Title 14 , Article 4, upon adoption by separate ordinance.
