Creating the Hana transportation plan

The council shall initiate the development of the Hana transportation plan upon the
effective date of the ordinance codified in this chapter. The Hana transportation
plan shall be completed and submitted to the council within one year from the date
the contract for said plan is awarded to a qualified professional engineer licensed
to practice within the State of Hawaii and shall be incorporated as part of title 14 , article 4, of this code, upon adoption by separate ordinance.
