Under the Wailuku-Kahului community plan, new land development activity shall be coordinated
with future provisions for adequate public services and facilities to ensure that
infrastructure development such as roadways, are able to keep pace with population
growth.
To promote orderly growth under the Wailuku-Kahului community plan, new land development
activities should not be allowed to proceed without providing for necessary traffic
improvements caused by such land developments.
