Except as otherwise provided in this article, the director must administer, implement,
and enforce this chapter and may adopt administrative rules under chapter 91, Hawaiʻi
Revised Statutes. Any powers granted to, or duties imposed upon the director may be
delegated by the director to other County personnel.
