A.
Notwithstanding any other requirements of law, as soon as any person who is responsible
for a facility or operation or who is responsible for emergency response for a facility
or operation has information of any known or suspected release of materials that are
resulting or may result in illicit discharges into the storm-drainage system, the
person must:
1.
Immediately act to locate, cease, contain, and clean up the discharged material to
the extent that is safe to do so to prevent the discharges from continuing to enter
the storm-drainage system.
2.
Not enter or affect the storm-drainage system unless authorized by the director.
B.
If any release of materials results in illicit discharges into the storm-drainage
system, the responsible party must immediately:
1.
Notify the department of public works' highways division of non-hazardous spills;
notification can be by phone call, email, or completion of a physical or online reporting
form that the County may make available; or
2.
Call 911 for hazardous spills to report the location and material being discharged.
