This rule sets the maximum size, yard setbacks, and spacing for hale structures. It also says a hale noa (bathhouse) can only be built on property that already has a separate residence.

403.1 Height and size limitation. Hale shall be one-story, detached structure(s) not exceeding 1,800 square feet. Hale shall not exceed the size indicated in Table 403.1. Table 403.1 — Maximum Size of Hale (feet) Hale Hālāwai Hale Kuʻai Hale Noa Hale Waʻa 30×60 14×20 14×24 30×60   403.2 Zoning requirements. Hale shall comply with minimum yard requirements in the zoning codes. 403.3 Minimum separation. The minimum separation between a hale and another structure shall be at least 10 feet for a one-story structure; 15 feet for a two-story structure; or a distance equal to the height of the hale, whichever is more. The minimum separation between two hale shall be at least 10 feet or a distance equal to the height of the taller hale. 403.4 Hale Noa.
