"Improvements" mean grading, street surfacing, curbs and gutters, sidewalks, crosswalks, water systems and appurtenances, sanitary sewers, storm sewers, culverts, bridges, street lights and other appropriate items including private utilities, electricity, gas and telephone, with appurtenant construction.
