"Street" means the entire width between the property lines, bounding every way of
whatever nature when any part thereof is open to the use of the public, as a matter
of right, for the purpose of vehicular traffic, whether designated as a street, highway,
thoroughfare, parkway, throughway, expressway, road, avenue, boulevard, lane, drive,
place, or however otherwise designated.
