All swale areas of streets without curb and gutters that exceed five percent in grade
shall be planted in grass or designed to prevent erosion according to the standards
on file in the department. No open ditches or channels, other than normal roadside
swales, shall be permitted within the street right-of-way. Where necessary within
the subdivision, drainage ditches and channels shall be designed to meet existing
and surrounding conditions; otherwise, the flow should be kept as natural as possible.
