Building permits before subdivision improvements are done

This rule says when the county can let you build in a subdivision before the required major improvements (like roads or utilities) are finished. It only allows this for model homes, buildings the subdivider will sell with the lot, or if the building won't be done before improvements and those improvements are bonded.

Building permits for the erection of buildings in a subdivision where major improvements are required may be issued prior to the final approval of improvements required by section 18.20.270 , in the following situations: A. For a building to be used as a model home; B. For buildings to be constructed by or on behalf of the subdivider and intended to be sold, leased, or rented together with the lot; C. Where the director is satisfied by the construction schedule of the subdivider, or otherwise, that the building will not be completed before improvements to the subdivision are completed and all subdivision improvements are bonded pursuant to sections 18.20.180 through 18.20.220 .
