All sanitary sewerage systems of the county, including all materials, supplies and
equipment, and all property used or useful in connection with such sanitary sewerage
systems and all responsibility for and jurisdiction over the management, control,
operation, preservation, protection and construction of such sanitary sewerage systems
shall be transferred from the department of water supply to the department of public
works.
