The commission on children and youth shall advise and assist the mayor and the council on all children and youth matters, including child care, to accomplish the County's goals and objectives. The commission on children and youth shall also make recommendations to the county council on all matters relating to children and youth and children and youth programs proposed for adoption by the county council.
