Daily travel pay for out-of-state county business trips

A.
Officers and employees who travel on official business outside the State of Hawaiʻi
shall be paid a per diem allowance of $145 per twenty-four-hour day for each day spent
on County business.
B.
In the case of official travel time involving a fraction of a day, the allowable claim
shall be in terms of quarter-day periods, with the quarter-day period measured from
midnight. In computing the amount of per diem, the official travel time shall begin
not less than twenty-four hours prior to the time the officer or employee is to be
at work at the out-of-state destination; provided, that, to the extent practicable,
the officer or employee shall be scheduled to arrive at the out-of-state destination
airport at least ten hours before reporting to work. The official travel time shall
end upon the return of the officer or employee to his or her home airport. All calculations
shall be based upon Hawaiian standard time.
C.
When an officer or an employee engages in personal travel before or after travel on
official business, the total per diem allowance shall equal that which would have
been allowed had the personal travel not been engaged in.
