Whenever there is a conflict between the provisions of this chapter and the provisions
of a collective bargaining agreement entered into pursuant to Chapter 89 of the Hawaiʻi
Revised Statutes, employees in a unit covered by such an agreement shall receive the
per diem and meal allowances provided for by the collective bargaining agreement.
