How new jobs and job changes get approved

All requests of department heads for new positions shall be made to the mayor. The
mayor shall then communicate with the council.

Requests for the reallocation of positions which call for additional appropriations
shall be made to the mayor. The mayor shall then communicate with the council on such
matters.
