This section says that anyone can get a copy or extract of a public record that is open to the public. The person in charge of the record must provide it, and the fee is set by the annual budget ordinance.

A. Charges for Extracts and Certified Copies of Public Records. Except as otherwise provided, a copy or extract of any public document or record which is open to inspection of the public shall be furnished to any person applying for the same by the public officer having custody or control thereof pursuant to the fee schedule set forth in the annual budget ordinance.
