County departments must manage and keep their records

This section tells the heads of county departments and agencies that they must set up and run a program to manage their records and public information systems. They also have to keep records that properly document what their agency does and protect the county's and people's rights.

The heads of departments, commissions and all other agencies of the county shall: A. Establish and maintain an active continuing program in accordance with standards and procedures established by the managing director for the economical and efficient management, maintenance and disposition of the records of the agency and for the management and maintenance of electronic and computer-assisted public information systems; B. Make and maintain records containing adequate and proper documentation of the organization, functions, policies, decisions, procedures and essential transactions of the agency necessary and designed to provide direction, guidance and information, or to protect the legal and financial rights of the county, and of persons directly affected by the agency's activities.
