A.
The commission shall hold meetings at least bimonthly. All meetings shall be open
to the public, except as may be provided by law; and any person or a representative
thereof shall be entitled to appear and be heard on any matter before the commission.
B.
Special meetings may be called by the chairman, director, or by any three members
of the commission.
