Acknowledging that the waters of the County are held for the benefit of its residents
and that they have the right to have those waters protected for their use, the council
has determined that measures must be taken which will preserve these resources. The
County recognizes that water is a limited resource and its development and use must
be carefully planned, particularly in those areas where withdrawals or diversions
may pose a potential threat to the health and welfare of the County's residents.
