Unless otherwise expressly stated, whenever used in this chapter, the following terms shall be taken to have the following meanings: "Bid" means the amount of money proposed to be charged by a contractor for the construction of a capital improvement project. "Capital improvement" means a capital improvement identified in the capital program for a fiscal year. "Capital improvement appropriation" means the amount of money appropriated for the payment of the cost of constructing of a capital improvement. "Capital improvement appropriation balance" means the unexpended portion of a capital improvement appropriation. "Council" means the council of the County of Maui. (Ord. 2104 § 1 (part), 1992)
