Moving Funds for Construction Projects

The finance director must tell the council about each transfer within 30 days.

If the bid of the lowest responsible bidder exceeds the amount appropriated for the
construction of a capital improvement, the mayor may make transfers from other capital
improvement appropriation balances for the same fiscal year; provided, however, such
transfers from other capital improvement appropriation balances shall not, in the
aggregate, increase or decrease the capital improvement appropriations by more than
ten percent, or $25,000, whichever is less.

Within thirty days after each transfer, the director of finance shall report to the
council the amount of the transfer and shall identify the capital improvement appropriation
from which and to which transfers have been made.
