Whenever used in this chapter, unless a different meaning clearly appears from the
context:
"Applicant" means the individual, entity, developer, or consultant who submits an
application for residential workforce housing policy exemptions and incentives to
the department.
"Department" means the department of housing.
"Developer" means the individual or entity proposing to build or construct a 100 percent
residential workforce housing project.
"Director" means the director of housing.
"HUD" means the United States Department of Housing and Urban Development.
