This rule says that every unit in a project must be residential workforce housing, and only families or individuals earning less than 140% of the area median income (as set by HUD, or adjusted for Hāna, Lāna‘i, and Molokai) can buy or rent them.

All units in the project shall be residential workforce housing units as defined in this chapter and shall be sold or rented to families or individuals whose gross annual income is less than 140 percent of area median income as established by HUD, or as adjusted by the department for Hāna, Lāna‘i, and Molokai.
