The council finds that there is a need for a comprehensive litter control law to increase public consciousness of the presence of litter and to reduce the amount of litter in the County. The council further finds and declares that the people of the County of Maui have an interest in reducing litter which poses a threat to public health, safety, and welfare, and the natural and scenic beauty of the County of Maui, and serves as a nuisance to the public and to property owners. The ordinance codified in this chapter establishes a comprehensive litter control law designed to provide a cleaner, safer, and more beautiful living environment for the residents of the County.
