A.
The director must administer this chapter and adopt administrative rules in accordance
with chapter 91, Hawaiʻi Revised Statutes.
B.
On or before September 1 of each year, the director must submit to the council a report
detailing compliance with this chapter, including the number and type of exemptions
granted.
