Planning Department Fee Study and Cost Recovery

The planning director must study how the department charges fees and recover costs, finishing within one year. After the study, the director must propose new rules to set fees and a cost-recovery policy within three months.

A. Consistent with the recommendations of the "Final Report on the Fee Study and Cost Recovery Plan for the Department of Planning," prepared by Matrix Consulting Group, dated December 2, 2009, the planning director will conduct a comprehensive study necessary to form the basis of a cost-recovery policy for the planning department, with the study to be completed within one year of the effective date of the ordinance establishing this chapter. B. Within three months of the completion of the study required by subsection A, the planning director shall propose one or more ordinances to amend the annual budget ordinance by establishing a revised fee schedule and to amend this chapter by establishing a detailed cost-recovery policy for the planning department.
