Highway beautification fee and fund

This section creates an extra fee on vehicle registrations to pay for highway beautification, abandoned vehicle removal, and tourism traffic fixes. The fee amount is set in the county budget. The money goes into a special fund and can only be spent as the budget allows.

A. The director of finance, in accordance with section 286-51(b), Hawaiʻi Revised Statutes, as amended, shall annually collect an additional fee for each certificate of registration. The amount of the fee to be collected shall be set forth in the annual budget. B. The moneys so assessed and collected shall be placed in a revolving fund entitled, "the highway beautification, abandoned vehicle, and tourism-related traffic congestion revolving fund," to be used and administered by the County for the purpose of beautification and other related activities, including, but not limited to, animal management program carcass removal and highway beautification, concerning highways under the ownership, control, and jurisdiction of the County; to defray the additional cost in the disposition and other related activities of abandoned or derelict vehicles as prescribed in chapter 290, Hawaiʻi Revised Statutes; and to mitigate and address the impacts of tourism-related traffic congestion. C. Expenditures from the fund shall be through appropriations set forth in appendix A.II. of the annual budget ordinance. ( Ord. No. 5467 , § 1, 2022; Ord.
