This section requires agencies that accept grant or loan applications to create official rules. These rules must cover conditions, submission procedures and timelines, analysis requirements, and how grants are monitored and evaluated.

A. An agency accepting applications for a grant or loan shall adopt rules pursuant to chapter 91, Hawaiʻi Revised Statutes, relating to the following: 1. Conditions for grants; 2. Procedures and a timetable for the submission of requests; 3. The analysis required of requests; 4. Procedures and standards for monitoring and evaluating grants. (Ord.
