What happens if a grant recipient lies or hides facts

Any recipient who withholds or omits any material facts, or deliberately misrepresents
such facts to the council, the mayor, or any agency, shall be in violation of this
chapter. If the agency finds that a recipient has violated this chapter or the terms
of its contract, the agency shall inform the mayor who shall inform the council in
writing, and the council may then by resolution prohibit the recipient from applying
for any grant for five years following such finding, require the recipient to return
all funds or real property granted to the recipient, and require the recipient to
be subject to debarment proceedings.
