Bids for Leasing County Property

The director of finance shall call for bids, accept bids and award contracts to lease,
rent or let property, including concession space on terms, conditions and rentals
which have been approved by the corporation counsel; provided, that whenever any real
property including improvements thereon is leased, rented or let for a term exceeding
one year in duration without calling for public bids, the director of finance shall
set the minimum rental therefor at no less than the fair market rental value of such
property based upon appraisal made by a person or entity licensed and qualified to
make such appraisal.
