The mayor is authorized to enter into an agreement with the State of Hawaii, which
will ensure that the cost of operating and maintaining the Naska sewage pump station
shall be borne by the state. Such agreement shall provide for such financial arrangements
as will ensure that the fund created by this chapter shall be sufficient to operate
and maintain said sewage pump station.
