How a special improvement district gets started

This section explains who can start the process to create a special improvement district. The County Council can start it on its own, at the mayor's request, or after receiving a petition from landowners. The petition must be signed by landowners whose property tax value is at least 25% of all land in the proposed district.

A. Proceedings for the establishment of a special improvement district may be instituted by the council on its own initiative or by the council at the request of the mayor. B. Proceedings for the establishment of a special improvement district may be instituted by the council after receipt by the County clerk of a petition requesting the institution of the proceedings signed by owners of land within the proposed district that have a real property tax assessed value of at least twenty-five percent of the total real property tax assessed value of all land in the proposed district.
