A petition requesting the institution of proceedings for the establishment of a district
shall include the following:
1.
A request that the council institute proceedings to establish a district pursuant
to this chapter.
2.
A description of the boundaries of the proposed district.
3.
A description of the special improvements to be financed by the proposed district.
4.
The signatures of the owners of land comprising at least the minimum percentage required
under section 3.75.100 .
If the council finds that the petition is signed by the owners of the requisite percentage
of land, the finding shall be final and conclusive.
