Changing a district's term, improvements, or special tax

The council may change the term of an established district, the authorized special
improvements, or the rate or method of apportionment of a special tax or require the
levy of a new special tax. The change or new levy shall be accomplished in accordance
with this article and in compliance with any applicable bond documents.
