What a proposed ordinance of consideration must include

A proposed ordinance of consideration shall:
1.
State the name of the district.
2.
Describe the boundaries of the district.
3.
Specify the proposed change to the term of the district or special improvements to
be financed.
4.
Specify any proposed new special tax which will be levied to finance new or existing
special improvements.
5.
Specify the proposed change to the rate or method of apportionment of an existing
special tax.
