How the sewer reserve fund is managed and spent

This section explains how the county keeps track of the sewer reserve fund. Interest earned on the fund must stay in the fund. Money can only be moved out or spent with a special council vote, and it cannot go into the general fund.

A. The director of finance shall establish a separate account to record revenues and supplemental transfers credited to, and expenditures made from, the fund. All interest earned from the investment of monies on deposit in the fund must be credited to the fund, and the interest shall be subject to the restrictions applicable to reserve fund monies. B. Any unexpended balances in the Countywide sewer capital improvement reserve fund may be transferred to the emergency fund by ordinance passed upon a vote of not less than seven members of the council. C. Unexpended balances in the Countywide sewer capital improvement reserve fund shall not be transferred to the general fund. D. Appropriations from the fund shall be by ordinance passed upon a vote of not less than seven members of the council. (Ord. No. 4224, § 1, 2015)
