How the water expansion reserve fund is managed

This section explains how the county manages the Upcountry water system expansion reserve fund. It sets up a separate account for the money, says where interest goes, and limits how the money can be moved or spent. Only the council can approve certain transfers and spending.

A. The director of finance shall establish a separate account to record revenues and supplemental transfers credited to, and expenditures made from, the fund. All interest earned from the investment of monies on deposit in the fund must be credited to the fund, and the interest shall be subject to the restrictions applicable to reserve fund monies. B. Any unexpended balances in the Upcountry water system expansion capital improvement reserve fund may be transferred to the emergency fund by ordinance passed upon a vote of not less than seven members of the council. C. Unexpended balances in the Upcountry water system expansion capital improvement reserve fund shall not be transferred to the general fund. D. Appropriations from the fund shall be by ordinance passed upon a vote of not less than seven members of the council. (Ord. No. 4223, § 1, 2015)
