A.
Except as otherwise provided in this section, the fees for a license to vend shall
be charged annually and shall be as set forth in the annual budget.
B.
Waiver of Fees. The fees specified in this section are hereby waived for all vendors
of newspapers of general circulation. Members of any religious, charitable, or educational
organization or institution duly registered with the director of commerce and consumer
affairs of the State of Hawaii and in compliance with chapter 467B, H.R.S., and athletic
clubs, high school clubs, and social clubs are exempted from any regulation of vending
activity which is not regularly engaged in or carried on by or on behalf of such organization
or institution.
C.
Exceptions. No license shall be required of persons vending only fish, fresh fruits,
leis, flowers, or vegetables provided that upon request a license may be issued to
such exempted persons at no charge. However, all persons exempted herein are not excluded
from compliance with other provisions of this ordinance.
