The director is authorized to make, amend and repeal such rules and regulations, as
in the judgment of the director seems appropriate for the administration and enforcement
of this chapter, and the proper conduct of the business of all licensees, which rules
and regulations shall have the force and effect of law, as provided in chapter 91,
H.R.S.
