The director is authorized to deny initial applications for a license or suspend or
revoke any license issued pursuant to this chapter, upon proof to the satisfaction
of the director that the applicant or licensee has violated any provision of this
chapter or any rule or regulation promulgated hereunder; provided that no such license
shall be suspended or revoked unless the licensee has been afforded notice and an
opportunity for a hearing prior to suspension or revocation, pursuant to the provisions
of chapter 91, H.R.S.
Whenever a license is suspended or revoked, the director shall require that the license
be surrendered to and be retained by the director except that at the end of the period
of suspension, the certificate so surrendered shall be returned to the licensee.
