This chapter shall be known as the "Aquatic Life Operations Code." The council acknowledges and affirms that the regulation of aquatic life operations is necessary to protect health, life, and property and to preserve the order and security of the county and its inhabitants, and hereby establishes a policy that regulates aquatic life operations within the county.
