In the event any person owning or having in his custody animals shall permit the same to go at large, and in the event the premises of such owner or custodian lacks a lawful fence, or a lawful fence in good repair, it shall be prima facie evidence that such owner or custodian knowingly or negligently permitted such animals to go at large.
