Unless otherwise provided in this section, the provisions of this chapter shall not
apply to the island of Lanai. The director is authorized to adopt rules for refuse
collection for the island of Lanai. Monthly charges for refuse collection services
shall be imposed and collected with the rates as set forth in the annual budget ordinance.
