No person shall remove, transfer, convey or transport any swill through, upon or over
any of the public streets, rights-of-way, parks, or public places within the limits
covered by section 8.08.010 between the hours of six p.m. of any day and seven a.m. of the next day, unless such
swill is securely contained in tight metal containers so constructed as to prevent
leakage or slopping over and covered with tight covers.
