In case any motor vehicle shall be entirely without gasoline, an amount not to exceed
two gallons may be delivered to and taken on by the operators of such motor vehicle
while such motor vehicle may be wholly or partially upon the public highway or the
space reserved for sidewalk or within the limits above defined notwithstanding the
provisions of this chapter.
