The council of the county finds that abandoned, unattended or discarded iceboxes,
refrigerators and other similar airtight containers with doors or lids which cannot
be opened from the inside constitute a serious danger to children who enter them at
play, and further finds that such abandoned, unattended or discarded iceboxes, refrigerators
and similar airtight containers are a constant menace to the health, welfare and safety
of children in the county. Therefore, this council deems it necessary to enact the
provisions of this chapter.
