It shall be unlawful for any person to:
A.
Transport radioactive materials or nuclear weapons within or through the county, or
across its archipelagic waters;
B.
Store or dump radioactive materials or nuclear weapons within the county or in its
archipelagic waters;
C.
Build or manufacture nuclear reactors or nuclear weapons within the county.
