The preservation and protection of the water supply in the county is one of the greatest concern of government and its people. To permit pollution and contamination of the water supply caused by human beings directly affects the health, safety and welfare of the people of the county which cannot be tolerated. Therefore, it is the purpose and intent of this chapter to prohibit the unauthorized entry upon areas which provide and contain the water supply for the respective communities in the county, consisting of water sheds, reservoirs, ditches and the like in order to prevent the water supply consumed by the general public from being polluted or contaminated by human beings.
