Any person who knowingly and without lawful authority enters upon the premises or
areas managed by the department of water supply of the county shall be punishable
by a fine not to exceed five hundred dollars, or by imprisonment in the county jail
for a period not to exceed thirty days, or by both such fine and imprisonment.
