As used in this chapter, "congested districts," refers to portions of a public highway
in the county where the territory adjacent to the public highway on either or both
sides thereof for a distance of one hundred yards contains buildings used for residence
or business purposes within fifty feet of the highway, closer than one hundred feet
apart.
